Community Development

Community Development is responsible to the Board of Directors for activities and projects which lead towards improvement of the physical and environmental elements of the community so that it will become a better and more attractive place in which to live, work, shop, and invest.

Economic development is community development. When business grows, the community thrives. Community development is done through strategic partnership and innovative leadership. The Heart of Oklahoma Chamber works as the convener of strategic partners to create the plan for continued growth of the Heart of Oklahoma as well as ensures we have the leadership; we need tomorrow to ensure continued success of our community.

City of Purcell

The City of Purcell operates under a council-manager system of local government, with a five (5) -member governing body elected by the citizens of Purcell to handle legislative responsibilities such as setting policy, passing local ordinances, and approving operations, much like a corporate board of directors. The council then appoints a city manager to oversee the administrative operations, implement its policies, and provide expert advice. The manager plays a similar role to that of a CEO in a company, ensuring the smooth operation of the city's day-to-day activities and guiding its overall strategic direction. The City Council also appoints the City Treasurer, City Attorney and Municipal Judges.


A mayor and a vice mayor are selected by the Council from its members to preside at meetings, to sign Council approved documents and to singularly represent the Council at events. Council members also serve as Trustees of the Purcell Public Works Authority Trust (PPWA) that manages revenue operations of water, wastewater, electric and solid waste collection. PPWA also holds ownership of Purcell Municipal Hospital and the Purcell Golf Course. 


Further, the members also perform the board of directors' duties for the Purcell Economic Development Authority. 


Council Members are elected to serve three-year terms on the Council and Authority, rotating one or two members for election annually.

City of Purcell, Purcell Public Works Authority and Purcell Municipal Hospital Financial Operations

The City of Purcell/PPWA has an annual budget of twenty million dollars plus Purcell Municipal Hospital an additional twenty million. One hundred staff and support associates are employed by the City/PPWA plus that many at the Hospital.

    We are a dedicated fire and rescue organization serving a dynamic and growing Purcell, Oklahoma a community of over 6500 citizens. We serve an area of urban and rural areas.
  7. Floodplain Management
    The City of Purcell participates in the National Flood Insurance Program (NFIP). That means that the city has adopted a floodplain management ordinance that meets or exceeds the minimum NFIP criteria for building or making substantial improvements in the floodplain. Within participating communities, the Federal government makes flood insurance available throughout the community.
